Project Overview

The City of Burlingame has approved an application for the construction of a new 150-unit apartment development at 1095 Rollins Road, Burlingame. The project site is composed of two parcels that currently contain a restaurant and elevated tennis courts, with parking below. The proposal includes merging the two parcels to create a 46,827 square-foot site, demolishing the existing structures and constructing a new 6-story, 150-unit apartment building.  This project is currently under construction.

The project includes a subterranean garage containing surface, tandem, and stacked parking for 195 off-street parking spaces, with approximately 175 of the spaces provided in stackers. The units would include studio, one-bedroom, two-bedroom, and three-bedroom units, with 10% (15 units) designated affordable for moderate income households, and therefore the project includes a request to use the State Density Bonus, including waivers and incentives.

The project site is currently zoned C-1 and the General Plan designation is Shopping and Commercial. The applicant requested a rezoning and General Plan Amendment to R-4, high density residential (51 units/acre and up). 

City Council Meeting - February 18, 2020
City Council adopted the proposed ordinance to rezone the two parcels that make up the 1095 Rollins Road site at their February 18, 2020 meeting. On February 3, 2020, resolutions memorializing all other aspects of the application package for the project at 1095 Rollins Road were adopted by the City Council.  All supporting documents for the February 18, 2020 meeting can be accessed on the City Council webpage: City Council Agenda 2.18.20

City Council Meeting - February 3, 2020
The proposed ordinance to rezone the two parcels referred to as 1095 Rollins Road was introduced on  February 3, 2020.  At this meeting the City Council conducted a public hearing to consider the proposed ordinance as well as all applications related to the proposed six-story, 150-unit residential apartment development to be constructed at 1095 Rollins Road. There were no changes to the proposed ordinance at introduction; therefore, the Council directed staff to bring the ordinance back for adoption on February 18, 2020.  At the February 3, 2020 meeting, resolutions memorializing all other aspects of the application package for the project at 1095 Rollins Road were adopted by the City Council. Planning Commission Action Meeting - January 13, 2020 
At the January 13, 2020 hearing, the Planning Commission voted 4-2-0-0 to recommend approval to City Council for the proposed application for the Mitigated Negative Declaration, General Plan Amendment, Rezoning, Design Review, Conditional Use Permit, Density Bonus, and Vesting Tentative Map for a New 6-story, 150-unit residential apartment development at 1095 Rollins Road.

Notice of Intent to Adopt a Mitigated Negative Declaration 

In accordance with Section 15072(a) of the California Environmental Quality Act (CEQA) Guidelines, notice is hereby given of the City's intent to adopt a Mitigated Negative Declaration for the proposed project.  The City of Burlingame has completed a review of the proposed project, and on the basis of an Initial Study and mitigations, finds that the project will not have a significant effect upon the environment. An environmental scoping and design review study meeting was held with the Planning Commission on January 28, 2019.  As this was a study meeting, no action was taken on the application.
